What Form 60 is
Form 60 is a declaration, under the Income Tax Rules, that a person without a PAN must submit when entering into specified financial transactions that would otherwise require quoting a PAN — for example, certain bank account openings or high-value deposits.

Why it comes up in KYC flows
A verification flow built around PAN as the primary identity anchor needs a fallback for the (shrinking but real) population that doesn’t have one yet. Form 60 is that fallback, and it comes with its own follow-up obligation: the person must provide their PAN, once allotted, within a defined period.
Form 60 and the PAN follow-up
Accepting a Form 60 PAN declaration is not the end of the customer’s KYC record. Because the person must provide their PAN once it is allotted, treat the declaration as an open item rather than a closed file. Record that a declaration was accepted, note the date, and set a reminder to request the PAN later.
When the PAN arrives, verify it the same way you would for any other customer, and update the record so later checks rely on the verified number rather than the declaration.

Form 60 is not PAN verification
A Form 60 PAN declaration is a self-declaration made by the customer. A PAN verification check confirms a PAN against the official record. They answer different questions, so a flow that accepts the declaration should still be ready to verify the PAN once it exists.
Designing the fallback
Offer the declaration route clearly to customers who genuinely do not have a PAN, but keep it separate from the main path so it is not used to skip a check. Send unclear cases to a reviewer instead of rejecting them outright.
This entry is general information, not legal or compliance advice. Check the current requirements on the official Income Tax portal before you design a flow around them.
