Form 60

What Form 60 is

Form 60 is a declaration, under the Income Tax Rules, that a person without a PAN must submit when entering into specified financial transactions that would otherwise require quoting a PAN — for example, certain bank account openings or high-value deposits.

Why it comes up in KYC flows

A verification flow built around PAN as the primary identity anchor needs a fallback for the (shrinking but real) population that doesn’t have one yet. Form 60 is that fallback, and it comes with its own follow-up obligation: the person must provide their PAN, once allotted, within a defined period.
